KINGSPORT, Tenn. A U.S. Navy recruiter has been charged with trying to buy a homemade bomb from an undercover federal agent.
Authorities said Chief Petty Officer Keith Patrick Conner, 38, of Kingsport wanted to use the bomb to commit a murder.
Conner, who is the senior recruiter for the Navy's office in Bristol, appeared Monday in U.S. District Court in Greeneville, where he waived a detention and preliminary hearing.
U.S. District Court Magistrate Dennis Inman ordered Conner be jailed until trial.
Jim Cavanaugh, special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives, said the agency began its investigation when Navy investigators received a report about a bomb plot.
"Conner was buying the bomb from the agent, and either he or others were going to plant the bomb," Cavanaugh said. "If we didn't get involved and intercept this, the potential is Conner could go to someone else to make the bomb, it could blow up, the victim could be killed."
Court records state Conner agreed to pay $1,000 for the bomb and another $1,000, along with an unspecified bonus after his target was killed. Authorities said Conner has told them who he intended to kill but have declined to identify the person.
Agents arranged to meet Conner last week in the parking lot of a Bristol motel to buy the bomb and arrested him once the device was placed in his truck.
If convicted, Conner could receive 10 years in prison and a fine of up to $250,000.
In a way, the military reflects society.
