I see a business opportunity here....

Would it be legal to set up a "range", at the border and charge folks money for the privilege of setting up behind a berm and take their chances that "armed criminals" would come across the border to their front......allowing them to fire on the bastards, and refund the charge if they successfully killed one of the "armed criminal invaders"..
