Concealed weapons bill goes to Doyle (Wisconsin)

Senate vote has cushion to override expected veto

Madison - The Legislature today for the second time sent Democratic Gov. Jim Doyle a bill that would legalize the carrying of concealed weapons in Wisconsin.

Doyle promised to veto the measure (SB 403), as he did the earlier measure. But by passing the bill today with a 28-5 vote, the Senate has far more than the two-thirds majority needed to override a veto.

How a veto override would fare in the 99-member Assembly remains uncertain. The Assembly passed the measure 64-32, or two votes shy of the 66 needed for a veto override. But Republicans say they hope to have the 66 votes necessary to override Doyle’s expected veto. Assembly Democrats say, however, that the veto would stand.

Two years ago, the Senate voted to override Doyle’s first veto of a measure legalizing concealed weapons, but the Assembly fell one vote short of doing so.

Wisconsin is one of four states that do not allow the carrying of concealed weapons. Other states without a similar law are Kansas, Nebraska and Illinois.

In a late compromise added by the Assembly on Dec. 13, however, police officers could be told whether drivers they stop in traffic cases have a concealed weapons permit. The same compromise also required renewal of concealed weapons permits every five years.

Budget analysts estimate that up to 37,000 Wisconsin residents would apply to the state Justice Department and be issued permits in the first year, if the measure becomes law.

Those applying would have to pay $75 - a $52 application fee; $15 shooting range fee for required firearms training; and $8 background check fee.

That's disspointing but OK at this point...

This is one more lever that can be used to show the sleepy northern Wisconsinites what Doyle and Lautenschlauger are really all about..

This can and will be used against him...one more point to nail him with...there is only one thing more important to WI than getting CCW passed...

Got a list of the votes handy?

I suspect some of the dims up north will be in big trouble if they keep hitching their wagons to Doyle. He's going down hard in this year's election.

Only 64 voted for the bill in the Assembly. There will be arm twisting on both sides, but remember that Doyle got one of the sponsors of the bill to vote against it during the override vote.

Doyle is weaker this time, but the GOP needs to get two additional votes to override.

Personally, I don't understand the politics up north -- they keep electing a bunch of socialists. Despite the vote fraud issues in Milwaukee, northern Wisconsin delivered the state to Kerry in 2004.

Does that mean open carry is allowed, or that NO carry is allowed?

Here in New Jersey you may carry concealed (a "may issue" state) with a permit, but just try to get one! The County Sheriff's office is responsible for the permit process, so if you have political connections (to the correct party) it's a slam dunk. Otherwise you have to prove your need to carry to their satisfaction, so it's not surprising that very few permits are granted.

Ask Don Imus and Howard Stern to tell you about their qualifications to carry concealed. Imus with a well-know history of drug abuse, and Stern always alluding to his own......

Sleepy Northern Wisconsinites have known what Doyle and Lautenschlauger are really all about for some time. Damn hard to do anything about the dead democrats voting in Madison and Milwaukee however.

In the late 90's Missouri democrats controlled both houses of the legislature and the governors mansion.

The democrats would not allow concealed carry for the peons.

By the end of 2004 Missouri voters had elected enough Republicans to control both houses of the legislature and a Republican Governor.

Missouri is now a shall issue concealed carry state.

Has there been a blood bath in the streets?..... No

It is hard to say how much conceal carry affected which way voters cast their votes, but the democrats no longer tell the average person that they can not protect themselves.

The democrat elite socialists were stuck on stupid and it cost them big time in Missouri.

Could the same happen in Wisconsin, let us hope.
