Actually a lot of things failed.
This little girl supposedly begged her own Grandmother to take her away before Christmas.
I grew up at a time when there were no real laws to protect children, probably a lot of you did as I am not really all that old. My family was very violently dysfunctional. The police were to our house at least every two weeks for some sort of a disturbance...sometimes more often.
But, one thing I clearly recall was when things were really bad...my aunt or grandmother would 'come get the kids' and we would go stay with them for a bit of time. The laws are different now and I probably would have gone into the system if they were in effect then, but they weren't. So, it was up to other family members to step in. As much as we like to rail about this tragedy...there is much more to blame than just the system.
The grandmother chose to do nothing, the mother chose to stay in this situation. Perhaps some of you will find this harsh, but they knew what was going on and chose to do nothing. As far as I am concerned they are just as guilty in this girls death.
I have to stop writing for now...my tears for this girl are blurring everything.
