A week before she died a violent death at the hands of her sadistic stepfather, a battered and forlorn Nixzmary Brown confided, "I wish my mommy and daddy were dead."
Perry Robinson will never forget those words or any of the other unsettling encounters he had with the solitary, sad-faced 7-year-old in the park across from her family's apartment in the Bedford-Stuyvesant section of Brooklyn.
The retired paralegal used to see Nixzmary in Tompkins Park while he played with his nieces and nephews and he "was not surprised" when her lifeless, battered body was found naked on the floor of the apartment early this week.
He had seen the bruises on her painfully thin arms and legs, he had heard her stepfather order her to "get your f- - -ing ass over here," and he knew she was living in fear.
But still Robinson, 49, was shocked at police accounts of the torture the little girl had been subjected to at charges that her stepfather, Cesar Rodriguez, regularly tied her to a chair, beat her with his hands and a belt, sexually assaulted her, and forced her to eat cat food and use a kitty litter box, while her mother, Nixzaliz Santiago, did nothing to help her.
"I should have taken her to the precinct," a guilt-ridden Robinson told The Post yesterday. "I should have said, 'Come on, let's go to the precinct.' "
Robinson recalled the first time he saw Nixzmary in the park. It was last September, and he was with his nieces and nephews, who live nearby.
"She was running back and forth like a normal 7-year-old," he said. "I noticed her when her father came to the stoop and shouted at her, 'Get your f- - -ing ass over here.'

LOL. I am glad your children and my children will be part of the same generation.
That said, this is a horrible and tragic story. Heartbreaking to say the least.
I know that... Parents brought brussel sprouts to me all the time I kept refusing till they took the hint...
A little humor but when I was small my mom and dad would punish me by making me eat the dreaded Meatloaf. I would sit at the dinner table alone until bedtime. This is a dreadful story and I believe these two will get away with it just like Joel Steinberg did, he is free. :(
I was thinking I am a bad mother because I am always yelling at my kids. I want to hug them now also.

It is his fault. The have laws in effect that would have forced an intervention. I've gotten involvd when they weren't in effect. Perry told his own story regarding the events and wishes he would have done something.
It's really easy to call CPS out on a family. It's happened to us. The case was so bizarre that the cops were ready to call it harassment...but the CPS worker still had to waste her time coming out and investigating and doing all her stuff, just because someone decided to call CPS to say that my children were home unsupervised and there was an infant in the home. Funny thing, the first time, they were with a 16 yo babysitter, the second time, I was home. And my youngest child is 6. In addition, we are not Asian, as the caller indicated I was. That's about the time the cops decided that whoever the caller was was just out to get me or crazy, and told me to not worry about it. They actually called the caller to say DO NOT CALL US AGAIN. Who knows what was going on. All I know is that it wasted my time, the cops time and the social worker's time. And it put me through hell for a few days, even KNOWING I was innocent, because CPS can and will pull kids for very little reason on occasion.
If you suspect abuse, by all means, call. But not for a couple of bruises. Children are hurt and families torn up by false accusations of abuse too. You don't have to dig too far into the foster care system to see that.
You have an extremely hard time grasping reality. The fact that you make such dingbat statements proves it. Seems you can't differentiate between child behaviors that deserve punishmnet and those that do. To you a kid burglarizing a house is the same as spilled milk. Your're a liberal.

Before I was blessed with children of my own, stories like this used to trouble me.
Now, with three precious angels sleeping in their beds under my roof, I am ENRAGED.
This f-in animal deserves to be shot and p-ssed on. The creature (she doesn't deserve the title of Mother) that stood by and let this happen deserves to be shot and p-ssed on.
I know the Lord says that vengeance is His, but I would gladly pull the trigger myself.
Your story is what frightens me. I've had friends who have had similar experiences. The one that scares me most is a guy I knew was playing with his kid in the living room of his first floor apartment. The guy had his shirt off. The child was dressed.
A neighbor walked by and decided it looked like the guy was molesting his kid. DFCS (CPS in Georgia) came and took the child and the guy could only have supervised visitation for nearly two months while the allegations were investigated.
That was before I had kids. It was unreal to me, and even though I'd known the guy for years I found myself becoming suspicious of him. In the end, they didn't prosecute, there was nothing to it, and he got his kid back.
