He was a crazed monster and she was his pint-sized prey.
Whatever 7-year-old Nixzmary Brown did, it was inevitably wrong in the eyes of her brutish, 27-year-old stepfather.
There were six kids in their cramped Bed-Stuy apartment, and she was the one Cesar Rodriguez always targeted.
He told cops Nixzmary was wild and disobedient and he responded with violence, sources said. It happened all the time.
She was "the devil" and it was his job to discipline her that's how he put it.
"There were arguments, lots of arguments. One was over her taking $100; one was over her taking yogurt," said a detective familiar with the case.
"It appears that this girl was the brunt of everything that goes wrong in his house," he said.
Rodriguez would allegedly beat her, throw her around in a back bedroom, bind her arms and legs to a small chair with flesh-biting white nylon rope. And then he'd allegedly tie the chair to a radiator so she couldn't move.
While the chair was a frequent torture implement for the child, it was apparently not involved in the attack that killed her.
Cops are also investigating whether Nixzmary was fed cat food and forced to use a litter box as a toilet. Feces found in the box are larger than a cat's but smaller than an adult's.
Rodriguez had disciplined his stepdaughter in the past, but he started doing it almost daily right before Christmas when he lost his job as a security guard, sources said.
On Wednesday, the day he punished her for the last time, he was furious because the starving youngster had taken a container of yogurt from the refrigerator, sources said. Her brothers and sister had been given some, but she hadn't.

(Bedford-Stuyvesant, Brooklyn -WABC, January 13, 2006) - There is more finger pointing and more promises to prevent further tragedies as the city continues to cope with this week's horrifying case of child abuse.
The autopsy results were released a short time ago.
Eyewitness News reporter N.J. Burkett is live in Bedford-Stuyvesant with the latest.
Based on what was already known, the results of the autopsy are chilling, but sadly, not entirely surprising. She was clearly the victim of child abuse syndrome, concluded the medical examiner.
The specific cause of death was blunt force impact to the head that caused a subdural hematoma, a blood clot in other words, in her brain. It's a story that is all the more disturbing because it could have been prevented.
As the memorial to little Nixzmary Brown continues to grow, so do the questions.
A.J. Ortiz, Neighbor: "What do you got to have? Another hundred more times? Kids that got to die and wind up like this? It's no good."
The girl's stepfather is charged with murder, her mother with manslaughter. Police say Nixzmary was beaten and tortured until she died earlier this week, a seven-year-old girl who weighed just under 40 pounds.
Just a few weeks ago school officials complained to child welfare authorities about excessive absences, even suspicious bruises, but there was no follow-up visit.
Schools Chancellor Joel Klein: "Since early December, the school staff kept ACS apprised regarding absences and the staff's inability to contact the family."
The mayor made this promise to the city in his weekly radio show this morning.
Mayor Michael Bloomberg: "Once we get through this I want to look at whether or not all of these agencies, the department of education, ACS, all of the social services, are talking to each other adequately."
It is not as if the signs and signals were missed here, it is just apparently that they were ignored. The mayor insisted today that he is determined to get to the bottom of this and we will have much more coming up on Eyewitness News at 5:00 p.m.

Nixzmary? No wonder she was a tough kid to manage. Anyone who would give a kid a name like that is already being cruel.
Every time I read one of these stories, I have to hug my little (7 YO) boy.
NY City is a cesspool about to collapse under the weight of its own feces.
Should he be proven guilty and it looks grave, he should go to death row and than I would be happy to execute this evil man (along with his wife). I do not think NY executes anymore do they?

Her other moments were horriffic as well.
I have a 7-year-old daughter, and I cannot conceive of a heart that could look at a little girl, hear her sobs and pleas, and batter her in this or any other manner.
I hope this guy gets buggered in prison every day until he dies, after which I wish him an eternity of being buggered in Hell daily by Satan.
And I hope the girl's mother gets worse.
The killers brother was interviewed and he said we are Mexican and this is how we discipline and no one understands. It was hard to comprehend how he tried to make this something it wasn't.
Throw him into GP AFTER letting out the rumor he's a "snitch".
