He was a crazed monster and she was his pint-sized prey.
Whatever 7-year-old Nixzmary Brown did, it was inevitably wrong in the eyes of her brutish, 27-year-old stepfather.
There were six kids in their cramped Bed-Stuy apartment, and she was the one Cesar Rodriguez always targeted.
He told cops Nixzmary was wild and disobedient and he responded with violence, sources said. It happened all the time.
She was "the devil" and it was his job to discipline her — that's how he put it.
"There were arguments, lots of arguments. One was over her taking $100; one was over her taking yogurt," said a detective familiar with the case.
"It appears that this girl was the brunt of everything that goes wrong in his house," he said.
Rodriguez would allegedly beat her, throw her around in a back bedroom, bind her arms and legs to a small chair with flesh-biting white nylon rope. And then he'd allegedly tie the chair to a radiator so she couldn't move.
While the chair was a frequent torture implement for the child, it was apparently not involved in the attack that killed her.
Cops are also investigating whether Nixzmary was fed cat food and forced to use a litter box as a toilet. Feces found in the box are larger than a cat's but smaller than an adult's.
Rodriguez had disciplined his stepdaughter in the past, but he started doing it almost daily right before Christmas when he lost his job as a security guard, sources said.
On Wednesday, the day he punished her for the last time, he was furious because the starving youngster had taken a container of yogurt from the refrigerator, sources said. Her brothers and sister had been given some, but she hadn't.

I hope Rodriguez and Santiago rots in hell. I cannot believe she would let her daughter suffer in order to keep him. Your kids are your flesh and blood and no one should come before them. If you don't protect your kids, then you deserve all the punishment you get.
Former Military Chick said it best. I know that this innocent baby is now at the side of Jesus Christ and will have peace, safety, love, and happiness throughout eternity. Knowing that the Lord fogives us all if we ask it, I still can't refrain from hoping the very worst for these two wastes of good flesh. By saying the two, I mean the "mother" as well. I hope that the rest of the time they spend on this earth is filled with all of the pain and suffering that this child endured twenty fold. I hope that there is a special place in Heaven for you, and that you are met at it's gates by this child you tried to save. Being the doting father of a three year old little girl moved me to post this message. She is the only child my wife and I have been blessed with in 10 years of marriage. I'm sitting here reading this with tears in my eyes. First time I have cried in almost 32 years.
I pray that the good Lord comforts that poor child. I also pray that the father's sins are forgiven him.
Where was Social Services? We hear these stories time and time again and they never get any easier. Reminds me of the movie Radio Flyer. That is one movie I could never watch a second time; it left me depressed for days.
The mother was a drug addict and lived in abandonded cars and had been selling the little girl for money for drugs turned out this little 8-year-old would proposition all her brothers friends and worse, she was in need of serious mental health counciling and the state was doing nothing in that regard.
The boy was just as screwed up and suffered from violent outbursts and bottom line was my housekeeper -- who had never had children and wasn't one to research things -- just couldn't deal and the kids went back.
Doctors are so afraid to get involved in these things. Malpractice lawsuits have worked to the detriment of children and women who are abused.
I blame the doctor for this disaster. He had the authority to insist she be taken from the home. He did nothing.
Her weight alone was a tip off that this child was malnourished.
Hi I am new and don't know how to do this but I will try. As the adoptive mother of a severally abused child the only people who lost here and went through hell were myself and my son. The abusers never did any jail time weren't even charged because there were quite a few and he was getting adopted anyway so why bother with punishing anyone. He was going to have a wonderful happy life with me as his new mother. Wrongeven after years and years of conseling he is still that boy who had no life in his eyes and didn't know his name. How a judge can order treatment for a sex offender and give probation is horrific if he could have lived just one day in my life he would see what happens to a child horribly abused. I on the other hand trust noone I personally don't know there are judges, policemen, lawyers etc. who are pedophiles. It just seems to absurd for a normal man to impose such a sentence.Thanks for letting me talk.
