Granted. But if you live in a tough neighborhood, you don't leave the door unlocked, either. The tougher the neighborhood, the more security precautions you take. And, yes, they do work. The danger is still out there, but you are not likely to give up your double bolt on the door, fence, and dog in the yard, just because someone else thinks you're being irrational.
Danger outside the fence is still danger, but immensely preferable to danger inside the fence.
