Hey, you can pick up a battle-ready Mig 21 for less than $100K. Since Chavez is just going to using them to strafe civilians, why invest in all that up-to-date technology?

I recall something happening like this a few decades ago.

Peru, I think, wanted F-16s from the US. They were too expensive. So they decided to buy MiGs from China. The Chinese sent them over... but they arrived in boxes with assembly instructions. In Chinese. And Russian. They had one hell of a time putting them together.
