Not sure what "yobbish behavior" is, but I can guess. Can you imagine what liberals would scream if this were tried here? They'd go for the midnight basketball, but not the other parts. A curious proposal. Nuisance neighbors. I wonder how broad an application you could make under that description.

The system had reversed the traditional burden of proof and anyone who wanted to challenge the fine had to appeal to a court.
The camel's nose under the tent, imo.
One question. Are the 'yobs' in question Islamic by any chance? Are they all going to be sent to reeducation housing together?
