Days after dozens of protesters rallied at a day laborer site in neighboring Glendale, Burbank officials are preparing to celebrate the grand opening of a Home Depot and an adjacent hiring center.
They are also preparing for protests.
The City Council took the unusual step of requiring Home Depot to construct the hiring hall as a condition of building the store, sparking a contentious public debate with some accusing the council of catering to illegal immigrants. The store and the center are scheduled to open Thursday.
Protesters plan to attend the council's meeting tonight, when the panel is expected to approve a one-year agreement with Catholic Charities to run the hiring hall. Demonstrators also plan a rally for Saturday at the new center.
"The end result is a loss of jobs that rightfully belong to American citizens, because of cheap labor and corrupt employers," said Barbara Coe, chairwoman of the California Coalition for Immigration Reform.
City officials said that when Home Depot applied for a building permit, they anticipated day laborers would gather in front of the store waiting for construction jobs.
To avoid tensions with neighbors, the council decided to make Home Depot responsible for building a hiring site, hoping it would provide a safe and orderly way for the laborers to get jobs.

something else is fishy about the whole business plan by Home Depot. I've never understood how they must survive endless lawsuits from customers pulling heavy objects from overhead, forklift/shopper collisions and the usual slip & falls. Do they pay or fight injury claims? Somewhere an insurance expert must know whats going on here.
Should Homeland Security be notified of the suspicious activities of the Burbank City Council. Should there be a federal investigation? Follow the money.

That is awful what happened to you! I hope you complained to Home Depot and told them why'd you'd never shop there again.
They are elected and receive a stipend...they all have other jobs. The City Manager is the one with real power.
ah yes, then they are really acting as a de facto planning commission - how does your City Manager come down on this mess? I'm actually quite surprised that Burbank had devolved into such a corrupted compromised government. But then again, the crack-adled gang-invested L.A. City Council isn't much too crow about either.
I did tell them. The only thing home depot cares about is that they supply cheap labor to the contractors. They don't care about the customers who go there and buy some home related stuff, they only care about the big buck contractors who spend thousands of dollars.
I will NOT go there. I hate the place. That is all I can think about when their name comes up.
Our civil rights were violated on that day. I have stated that, and their response to my and other customers complaints is to set up more day labor camps.
As I understand it, even with she'd have been good enough for Chicago.
Did you hear that the former mayor (Marian Berry?) of Washington, D.C. showed positive for drugs? He's a city council member now.
