There is nothing immoral or illegal or dangerous about selling cold beer vs. warm beer.
How about some intelligence in the legislature? If you're trying to prevent drunk driving, then pass (and enforce) laws against it. Don't pass laws about the temperature of the beer or the packaging of the beer or the time of day of the sale of the beer or any other peripheral or ridiculous factor that has nothing to do with the crime you're trying to prevent.
