Blanco: Louisiana not getting fair share of aid

NEW ORLEANS -- Gov. Kathleen Blanco complained on Thursday that Louisiana is not getting its fair share of hurricane aid from the federal government.
Blanco said that Louisiana suffered 70 percent of the damage caused by Hurricane Katrina but that it is not getting an equivalent amount in aid.
"We are all American citizens, we cannot allow ourselves to be treated like second-class citizens," the governor said during an update on rebuilding to the New Orleans city council.
Sam Jones, Blanco's deputy director of community programs, pointed out that Louisiana got only $6.2 billion out of $11.5 billion in Community Development Block Grants that were recently approved by Congress and President Bush.

Hey Blanko, if you could show the Feds how you spent the $6.2 bil you've received and convince them the spending was done without any fraud, maybe they'd be willing to give you some more.
Of course, it could be that some smart Fed calculated that you'd waste $5.3 bill of the $11.5 bil and that's why you only got $6.2 bil.

Does that 70% include New Orleans? Does she think that 100% of New Orleans should be restored back to pre-Katrina condition? Is that her complaint about the 70%? What would the 70% of the damage reduce down to if you take the below-sea-level parts of New Orleans out of the equation?
