I think you are right about that.....can't be fixed wing and I saw this about a year ago. C130 couldn't hang around that long...sorry I can't provide details about surveillance, etc.

The guys probably weren't setting up an IED, but rather transferring something like an RPG or ManPad SAM. One of the guys is shown trying to get it into action just as the gunner shifts targets from another guy to him. He never gets it, or anything else, into action, ever again.
