The mine owner is doing the best he can to explain what happened. Apparently, the miscommunication came from the rescue crew and was heard over an open speaker phone. He will not point fingers at anyone saying that those taking part in the rescue in the mine are themselves at risk of their lives.
He is doing a terrific job in explaining what happened given that he is having a very rough time of it himself.
