My neighbors class of officers had a 100% rate of promotion to Capt/03. This means that many midlevel officers have bailed out.
My other enlisted neighbors have not reenlisted. E4/5.
With the current $600.00 plus combat pay and COLA raises the military is gettnig paid more then the local civilian force.
I'd say that Iraq war is causing the force to vote with their feet even if their paycheck if larger then ever.

Typical promotion rates to Captain run somewhere north of 95%.

Not so. O-3 is pretty much a no-brainer promotion.

E-4 to 5 is when enlisted fellows who don't plan on making a career of it bail out as well.

Nothing new here. Are you in the military? You seem to have alot of neighbors who are.

From all that I've heard recruitment and retention is strong, and in the Reserve units with which I am personally familiar, there is very little turnover and lots of stability. I even know several former active duty IRRs who have gone back to the active Reserves and are happy to have done so.
