He had a young lady in the car with him. He failed to negotiate a turn properly, and the car ended up going into the water. Ted never tried to save the woman, but was able to extricate his fat body from the car, whereupon he swam safely to shore. He then called several friends and relatives and tried to get them to say that one of them was actually driving the car.
Okay, I made the story up. It's a hoax. But it does not detract from my broader point that the senior Senator from Massachusetts is a fat, conniving, chronically inebriated, womanizing, cowardly murderer.
