You're kind of late to this game.
As soon as I hear a foreign accent, I tell the caller that I'm not interested in what their selling. If they're trying to help me with a problem related to a product, I ask for an English speaking person.
Three years ago I even had an obviously Indian person identify himself as Enrique Iglesias. I asked him if he knew who Julio Iglesias was in the U.S. and he said he didn't know that there was one. I told him to call me back when he had the right answer.

We in the West should check on everything before purchasing. THe only way to get the greedy outsourcing corporations in line again is by punitary shopping.
