Because this is (a) Al Gore and (b) a press release, I'm skeptical.
I find it hard to believe Al would part with that much dough. That leaves to distinct possibilities.
1. He is an anchor tenant...getting the place for a big break in price in exchange for his celebrity status to draw other owners at higher prices. Easy way for a developer to fill those last 20 spaces (probably more) that are conveniently available in the press release.
2. Al's TV venture is footing the bill for it, i.e. the investors in his flop are paying for it.
