It would seem to me that Piracy is grounds for having ones ship scuttled on the high seas. But then this is the UN law that is being referenced.
Is he saying that if Greenpeace does this again he'll send them a sternly worded letter ?
Greenpeace got caught in Alaska with no oil spill plan while they were in harbor on some protest/fund raising event.
The police/harbor master told Greenpeace that they had to comply with the law on oil spill plans.
Greenpeace then snuck out of the harbor that night...and got caught because of quick police work.
The jury convicted Greenpeace of several charges, but a friendly judge is trying to let Greenpeace off the hook.

Whaling vessels should be armed
I'm not a fan of Greenpeace, but I'm not a fan of Japanese fishing practices either. They're fishing at a far higher rate than could ever be considered sustainable.
Boarding a ship at sea?
A few shot guns should do the trick, I would think.
Greenpeace would not be so gung-ho if a few of their nut cases were blasted off the rails.
[setting: Greenpeace raft on the ocean, following a whaler]
