Breakin’ All the Rules

It was 28 seconds past 7:45 p.m. on Aug.18 when the 911 dispatcher took the call from Sascha Wagner. “There’s someone breaking into the house,” she yelled at the 911 operator, giving the address of the home she shares with David Scheper on the 800 block of West Lombard Street. “Send police now!”

The intruders? They got in. They took $1,440 in cash Scheper says he withdrew from his bank account in order to buy a used pickup truck. They hit a 70-year-old art-deco-style metal desk with an ax. They took 18 of Scheper’s guns—mostly inoperable antiques, he says—and some gun-shaped props he had built for movies. “They threatened to blow up my safe,” Scheper says, so he opened it for them. They face no criminal charges.

The intruders were William T. Bristol and Antwyne R. Jones, Baltimore Police Department detectives with the Organized Crime Division.

They had gone to Scheper’s house as part of a drug investigation, according to the Statement of Probable Cause filed in court as part of the case against Scheper. Scheper says the detectives were looking for a housemate he had evicted some three weeks before, who in turn was connected to a man they had arrested. Police officers stayed in Scheper’s house for hours and left three empty pizza boxes there after turning the place upside-down, according to photos that Scheper says were taken just afterward.

It being Baltimore (or any large city) I might be wrong assuming the story is true this guy is going to get his payback and then some and some police will soon be retiring.

1. I doubt that he will every get his money back. As this is a method for robbery that is now used throughout the nation.

2. No way he will every get his collectible guns back.

3. The damage done to the house will not be paid for as they will say they had a valid warrant and it is not their problem.

4. Guess they used his money to buy their pizza.

5. Who was the idiot that lied to get the warrant issued?

Would not make any difference. Once In the data base it CANNOT be removed.

There are a load of shysters out there preying on the urban underclass, convincing them they can get criminal records expunged. It's a shame, really. As an employer who does background checks on potential employees, I see the bewilderment and then outrage when I inform a candidate that their little foray into controlled substance distribution still shows up (even if the disposition is stet or nol pros).

I've been told by our background vendor that the only route to expungement is through the governor, and even then it's a document attached to the record itself.

I believe that is just in some states where the Governor can do it. A buddy of mine is working on Dec of Factual Innocence in Kalifornia currently. I will be interested to see how it turns out. He has already settled with the County of Santa Cruz for the Sheriff's abuse of his rights. Also, the Sheriff had to retire early as part of the deal. :-))

The war on drugs has not reduced drug use or sales. It has only increased police power and abuses. Was that its purpose? If not, it is a complete failure. If so, it is a roaring success.

Unfortunately for this "citizen" when and if he gets any type of restitution, he will be marked by the police as needing a payback for not being a "good citizen" and keeping his yap shut.

The police claim they went in when they heard a shot fired.
Thats pretty tough to believe as cops usually go back out and call the Swat guys in ther Ninja oufits and toy soldier uniforms when shots are fired.

Sounds to me like a typical Baltimore screw-up. Too bad the couple isnt black, They could have Jesse there inciting riots.
By the way Baltimore is the Home of Martin O'Malley who has Md4bush working to get him the Governors job.
