Blair and Polish Leader Visit Troops

BASRA, Iraq, Dec. 22 (AP) - Prime Minister Tony Blair of Britain made a surprise visit to Iraq on Thursday. He said Iraq's security and political situation had improved, but he refused to set a timetable for withdrawing troops.

Prime Minister Kazimierz Marcinkiewicz of Poland, whose government is debating whether to extend the mission of its 1,400 troops, also visited Iraq. The previous government had pledged to withdraw its force in January, but a report quoting Polish military officials said Mr. Marcinkiewicz would extend the mission.

Mr. Blair arrived from Kuwait aboard a Royal Air Force Hercules transport plane to visit some of the 8,000 British troops, whose presence continues to depress Mr. Blair's popularity at home.
