You're absolutely right, but a federal judge in the late 80s ruled differently, and has been upheld, a ruling which should offend all Jews.

Well, there's a slight difference. Except for a few isolated majority-Jewish cities (Kiryas Joel, New York; Deal, New Jersey etc.) it would be abosolutely ridiculous to suggest that a a government menorah suggests that a 90%+ Christian town is somehow establishing Judaism. That being said, obviously a menorah is a religious symbol. Indeed, it's probably the most religious symbol affiliated with Judaism.
