Jimmy Carter Assumed Same Spy Power As Bush

Almost immediately after the enactment of the Foreign Intelligence Surveillance Act of 1978, President Jimmy "the Saint" Carter issued Executive Order #12139:

Foreign Intelligence Electronic Surveillance

By the authority vested in me as President by Sections 102 and 104 of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1802 and 1804), in order to provide as set forth in that Act for the authorization of electronic surveillance for foreign intelligence purposes, it is hereby ordered as follows:

1-101. Pursuant to Section 102(a)(1) of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1802(a)), the Attorney General is authorized to approve electronic surveillance to acquire foreign intelligence information without a court order, but only if the Attorney General makes the certifications required by that Section.

1-102. Pursuant to Section 102(b) of the Foreign Intelligence Act of 1978 (50 U.S.C. 1802(b)), the Attorney General is authorized to approve applications to the court having jurisdiction under Section 103 of that Act to obtain orders for electronic surveillance for the purpose of obtaining foreign intelligence information.

1-103. Pursuant to Section 104(a)(7) of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1804(a)(7)), the following officials, each of whom is employed in the area of national security or defense, is designated to make the certifications required by Section 104(a)(7) of the Act in support of applications to conduct electronic surveillance:
(a) Secretary of State.
(b) Secretary of Defense.
(c) Director of Central Intelligence.
(d) Director of the Federal Bureau of Investigation.
(e) Deputy Secretary of State.
(f) Deputy Secretary of Defense.
(g) Deputy Director of Central Intelligence.
None of the above officials, nor anyone officially acting in that capacity, may exercise the authority to make the above certifications, unless that official has been appointed by the President with the advice and consent of the Senate.

Once more, with feeling:

Again, none of this is news, except to the New York Times. And we all know why they are pretending it's new to them.

He was my CIC for a couple of years before I got out. A bad President and a worse CIC but not a bad man, just misguided.

Now Lyndon Johnson is another story, he crossed the River Styx a long time ago. A despicable human being.

I love trolls.

There were fire or six "wars" fought whilst the Framers of the Constitution were still sitting up and taking notice.

None of them were "declared" by Congress.

But maybe you know better than the framers?

"I'm 31 and was too young to remember Carter as President. What the hell were people thinking back in the mid to late 70s?! To see him standing behind a podium with the "President of the United States" seal -- it's almost surreal. Was this guy really President? It's just so hard to believe."

He was strictly a media construct.

But we dumb conservatives just don't understand! Jimmy Carter is a Nobel Peace Prize recipient!! Anything he did was done for the children. He needed to give them hope.

Bush, on the other hand, is pure evil. Anything he does is wrong even if completely legal and absolutely necessary for our national defense.

But they did correct their mistake when Reagan blew Carter out of the water in the 1980 election

That wasn't very nice. It is completely reasonable to evaluate the authorizations for differences as well as similarities when an article is presented for evidence.

And George Soros strikes me as the kind of guy who wants to the government to give everybody benefits but probably stiffs his own employees.

You're still too young to hear about that. But I can say that even for us who were adults then, it was hard to believe Carter was the president. I did a lot of Alka-Seltzer because of Carter.

So, what do we have at the end of the day:

An enemy in the intelligence community gave the NYT's Risen TopSecret information illegally and Risen prints it (obviously with the editors as his accomplice).

Risen's report is not actually news; it's been going on since air. And it's all legal.

Risen's treason only accomplishes one thing...give a heads up to AQ.

I hope this guy is made an example of.

The DemocRATS are too stupid to realize that they are making things worse for themselves. Terrorism is THE major concern with a majority of Americans. The RATS again paint themselves into a corner by attempting to undermine a genuine effort by the administration to combat terrorist in our mist. By again undermining our natinonal safety, they are reminding the American public that the RATS are more concerned about their zany ideology and Bush-bashing rather than the safety of the American people. Their rantings play well amongst their extreme left wing, but it will flop with the average American.
The sad part about this whole issue is that should it succeed in limiting our ability to combat terrorism and the terrorist succeed with their plots, the terrorist will choose targets with the optimal damaging effect, which are the large cities, which are predominately Democratic. So in essense, the RATS are endangering their own supports. I dont know whether to laugh or cry.

I watched a bit of the discussion on the Jim Lehrer News Hour between Mark Shields and David Brooks. Both agreed that what Bush had done was unspeakably awful and inexcusable...Shields has become a hyper-partisan Democrat and Brooks seems to think if he snivels and grovels enough the liberals will like him. Brooks talked about Republicans in Congress who were upset by the revelation...probably the usual RINOS and spineless wonders.

A couple of dozen wiretaps of Al Qaeda operatives who happened to be on US soil has been transformed into domestic surveillance of US citizens and Bush into a wanna-be dictator.

It was brilliant damned marketing that took advantage of the public distrust of Washington - he was the ultimate outsider and with a background in nuclear submarine duty he didn't seem as soft on defense as some of the other Democrats.

He looked young. He was the first American President to be born recently enough to have been born in a hospital. His daughter ran a lemonade stand talked to reporters. He somehow convinced the Public that he the more moderate and reasonable than Jerry Brown.

Mix in that the public associated President Ford with Watergate because he pardoned President Nixon and you get a perfect storm. It still amazes me to this day. I was in 7th grade and just could not believe this man had been elected President.
