For 150 pounds of C-4 they should do more than 'fret'.

I wonder how many pounds of C4 and ballbearings it would take to detroy a bus. I have to think that 150 pounds is enough to do a crap load of damage.

That was my first reaction too. Hopefully "fret" is just the headline writer's sloppy choice of words, and not an accurate description of officials' reactions.
