Don't know about the the others, the highest number I remember seeing for Clinton in a major poll was 27% in Dec 1988 (CNN/Gallup). At that time 37% preferred that Congress take no action, and 33% preferred censure, and Clinton had a 66% overall approval rating.
While I dont have any numbers to back this up, I suspect you would have to go back to the Johnson Administration (Hey, Hey LBJ, how many babies did you kill today?) to find a president who had aroused an equally vehement and numerous opposition to his foreign policy.
DOn't even compare Bush with LBJ. During Vietnam, there wer riots in the streets over the war. Today, the moonbats are probably lucky to get a few thousand.
