City Council Defies Public Notice Requirement on Town Center Zoning
Without properly notifying the public, Councilman Ryan amended the Town Center Planned Development zoning, and the City Council rezoned the Yorba Station shopping center for 72 residential units mixed with commercial. The public may have been notified of the proposed PD zoning, but Station Center shop owners and nearby residents had NO opportunity to question or respond to the change, which was performed the same night of the meeting.
The Brown Act requires that cities notify residents of agenda items 72 hours in advance. This zone change was improperly noticed, because it included an amendment that was NOT part of the noticed zoning and NOT even part of the City Staff reports. To put it simply; if nearby residents, shop owners and the public had NO idea the change was going to take place, how could they respond or comment to the change?

Who really is the Town Center extremist?
In this Tuesday's publication of "Commercial Property News," a real estate and developer rag, Councilman Ken Ryan said this about dealing with opposition to mixed-use projects: "If the project sponsor can garner political support, assure the majority that the project won't have a negative impact; extremists will look that much more extreme." On one occasion during last Tuesday night's hearing on the Town Center zoning, Councilman Ryan referred to the City Council as "MY" City Council.
