To me, a Mexican national would be a legal Mexican citizen. Not that it matters, that's just the way I read it.

The scumbag is an illegal alien. They should have decompressed the aircraft and just tossed him out a door, and agree among all involved "nutin happened".

They don't say whether he was legal or illegal, so I'm assuming he's illegal. He's probably legal because he was on an airplane going to hawaii (not a cheap plane ticket). Have you tried to get on an airplane lately ? You need foolproof ID and even then it may not be enough.
