Rape is punishable by hanging in Pakistan.
The difference is that the character of the victim can be questioned in Pakistan, unlike in most Western states (and even that is a recent development, where rape is still grossly underreported by women).

It sounds like he's remorseful.
Lock him up, certainly. He did the crime, he deserves to do the crime.
