He signed it but never submitted it to the Military Personnel Records Center in St Louis. And he never will, because that would reveal his Undesirable Discharge from the Navy.
I believe he signed it, but his lawyers have been reviewing it for the last six months, so he still hasn't turned it in.

No effin' way is John Effin' Kerry going to sign that. Effin' was the first DC hack I ever noticed not bothering to answer questions on the Sunday talk shows. When it was his turn to answer he go off on a tangent, he would say what ever he pleased. He believes in the power of his spoken word to gull and influence people. This was 12-15 years ago. Concerned Americans can generate SF 180s and personally hand them to Senator Kerry as he campaigns. This will give him multiple opportunities to bring a verifiable measure of openness to this issue.
