Secretary-General Kofi Annan late Thursday said the military actions in Iraq are not the solution to improve the situation in the war-torn country and called for negotiations instead.
Annan was apparently referring indirectly to the US opening a channel with the insurgents in Iraq through its ambassador there.
The security environment continues to constrain both the Organization's presence and its ability to operate effectively in Iraq, he argued.
"I urge the Government of Iraq to confirm the approval of the agreement in order to place the status of UNAMI in Iraq on a firmer footing and help UNAMI and its staff in the fulfilment of their tasks," he said.

The US anbassador is not negotiating with the insurgents or with Iran. He is meeting with Iranian officials to discuss the benefits of a peaceful relationship with Iraq. And no doubt, the potential costs involved by not supporting a peaceful relationship. We are keeping the enemy close.
That's right, Kofi, go ahead and bend over.
The UN should finish the current negotiations they have underway before starting a new one.
How about they demonstrate a proof of concept by actually, successfully concluding their fruitless decades of negotiations in the Koreas, Cyprus, the Balkans, Haiti, Kashmir, various African nations, and elsewhere in the Middle East?
I love how a several-year war in Iraq is considered a failure, but 50 YEARS of war-in-the-guise-of-negotiations under UN auspices is apparently considered a model we should emulate.

Annan will be credible onlyh when he assumes direct and personal responsiblity for each and every empty-headed suggestion that he puts forward.
