How do you know they did it to intimidate? They could have done it on a case by case basis to stop some activity they didn't like.

Do you really think that they thought that the power company would stop putting up electrical towers because they tore one down?

Or that all lumber companies would start selling planet-friendly coffee because they torched one in Glendale?
