I expect the EU countries to punish Romania and Bulgaria and not allow them into the EU if they allow US bases.
It will be interesting to see how the vote goes now.

Also, look to see if Poland will be punished as well if they helped the CIA.

The changed strategical situation and the new doctrine of the US forces make those US bases in Germany oblsolete for Germany but still not for the US. Since America invested huge amounts of money into places like Ramstein or Landstuhl I doubt that they want to leave them very soon for new bases in eastern Europe. Ramstein is a perfect air-carrier in Europe and the base for all US-operations in the middle east. Since it poses a huge investment it can not be replaced with other bases i.e. in Romania that easily. In the long term there will be a relocation.

It is nothing new that since 25 years a vast majority of the Germans do not wish any foreign troops on their soil anymore, although there are some who profit economically on the US presence. The recent "Irak-clash" between Germany and the US boosted this development. Therefore I think that within the next 10 to 20 years the US precence will come to an end without big waves. Nobody (neither in the US nor in Germany) is interested to prolongate big disputed bases with no real strategical need, as long as they can be replaced slowly and cheaper elsewhere.
