Surely they let him go to follow him and just put this story out to attempt to get him & his ilk to feel "at ease" so that they can catch more big fish.

That is a solid, plausible theory and it's likely that is why he was released.

Well, if he's an innocent guy he would have gone on to Iowa. Seems as though they can't find him. The one place you really don't want to try and tail someone would be NY City IMO.
