1-3" does not a "blizzard" make.

In the DC metro area it certainly does (under the perception = reality rule). We can expect grocery stores to be fully depleted of bread, milk and batteries by about mid-day tomorrow.

This is what makes it "blizzardy"

Thursday Night
Snow likely. Moderate snow accumulation possible. Cold. Lows in the mid 20s. Southeast winds around 10 mph...becoming south 15 to 20 mph with gusts up to 35 mph after midnight. Chance of snow 70 percent.

Partly cloudy in the morning...then clearing. Breezy with highs in the mid 30s. West winds 15 to 25 mph with gusts up to 40 mph. Wind chill values as low as 8 above in the morning.

by meteorological definition a blizzard is a snowstorm containing winds in excess of 35 mph for longer than 3 hours with reduced visibilty to less than 1/4 mile. I remember a couple of times where it would snow 6 inches or so and the winds would be at 60 mph in Kansas for days, we would get 10 foot snowdrifts and driving was impossible for a couple of days.
