Ljubljana, 6 December (RFE/RL) -- The United States has told Moscow that it will not sign a new treaty on conventional military forces until Russia withdraws all its troops and equipment from separatist republics in Georgia and Moldova.
The U.S. undersecretary of state for political affairs, Nicholas Burns, said today at a meeting of the Organization for Cooperation and Security in Europe (OSCE) in the Slovenian capital Ljubljana that it was impossible to reconcile the continued presence of Russian troops with the arms treaty.
"A basic principle of the CFE (Conventional Forces Europe) Treaty is the right of sovereign states to decide whether to allow the stationing of foreign forces on their territory, Burns declared. Moldova and Georgia have made their choice. The forces should depart and all OSCE member-states should respect that choice."
Burns said that there had been some progress this year on Russia withdrawing its troops from Georgia. But, he said, there had been no progress on Moldova since 2003.

Well we send enough money to Georgia. I guess we figure we're propping her up so we can call the shots.
Lets condemn this unjustice occupation! (your chance to proof that you are not a commie)
Sorry Comrade, aren't your EU Socialists using that term now? You obviously don't understand how free societies work. It's understandable, since going from a Soviet slave you quickly found another socialist org to be a lapdog to: the EU socialists.
In a free society (you wouldn't know that, I know) it is up to the accuser to prove guilt not the accused to prove innocence. It's rather funny that the shill for European socialism and the defender of the Moldovian communists declares others, who oppose communism and work for capitalism as communists. You and the Islamics, especially the PLO share a lot in common.
Blah blah blah, I didnt ask you to proof that you are commie but to proof that you are NOT. Once again you proofed that you dont respect the right of the sovereign nations, you are supporting communist rulers of Trandnistria over suppressed Moldavian and Georgian people. So communist
Reading comprehension is not your strong point. You are posting on a Forum in a free country, as opposed to your province of the European Socialist States, so it is up to you, as the Accuser, Troll, Disrupter and Socialist Lacky, to prove your accusations.
Why are you changing the theme, lets discuss supression of the Romanians and Georgians that you actually support in the name of communism (??)
Not even you are that ignorant. You made the accusation, troll a lot, you prove it. As for Moldova, I think most Moldovans would have an issue with you calling them Romanian. Moldova was a free country for a long time...well, except during Turkish and Polish and Soviet occupations.
As for Georgia, what occupation would that be? Never mind that fact that the Russians are moving out...oh that's right, you support your fellow travellers' attempts to exterminate the S.Ossessians and the Abhazians, both Christian peoples who dared to fight back and win.
EU moral flexibility at its finest as usual.
I haven't been paying sufficient attention to the situations in either Georgia or Moldova to be able to comment at this time.
If there is a democratic move towards independence on the part of the legitimate inhabitants of these provinces, it would probably be to the benefit of the Russians to work out a solution which benefits the security and stability of those regions. Again, I'd simply have to learn more to know for sure.
And it will be a cold day in hell before I listen to anything that Nicholas Burns has to say. He's an American Jamie Shea, IMHO.
And yes, regions that demand self-determination for themselves need to be prepared to grant it to other regions within their own borders.
Now this is offense towards Moldovan citizens if you are claiming that they are not Romanians. Here you are supporting their communist president, what a surprise/ sarcasm. About Georgia lets me say that you are Basaev supporter, who with your Christians and help from Kremlin enslaved Georgian majority.
You are a horrid liar. Poland and the rest of the EU supported his "reelections" or rather his theft of the elections. Try harder with your lies.
About Georgia lets me say that you are Basaev supporter, who with your Christians and help from Kremlin enslaved Georgian majority.
Wow, now the Georgian "majority" is enslaved? Saakashvili will be shocked to find that out. You must not have had your coffee today, your effort is subpar even by your standards of propaganda.
Oh and Baseyov and Gudeov were hired by the Georgians to restart the conflict with the Abhaz in 2000. The first thing they did was butcher 14 people in an Armenian Orthodox village in Abhazia. But since these were Orthodox, I'm sure your heart won't hurt to much.
Unless they're Catholic or Muslim, then they don't. It's only the Orthodox that have to live by that standard.
In Georgia, these territories means something like Kosovo for the Serbs. But vast majority of the inhabitants of Abkhazia are Georgians (note thatjb6 support ethnic cleansing of the Christian nation). Georgia lost these territories thanks to common action of Kremlin, radical Muslims and local Abkhaz commies.
You exactly are in agreement with Voronin, this communist liar claiming that Moldovans arent Romanians. Of course Poland dont interfere in the foreign elections like your Russia love to do it.
Wow, now the Georgian "majority" is enslaved? Saakashvili will be shocked to find that out. You must not have had your coffee today, your effort is subpar even by your standards of propaganda.
How you could cal ethnic cleansing? By the communist standards it is probably no big deal
Orthodox village in Abhazia. But since these were Orthodox, I'm sure your heart won't hurt to much.
Actually Im defending two Orthodox nations if you failed to notice.
HAhahahahahahah, except in Ukraine, Moldova, Georgia, Romania, Armenia and soon in Belarus. Keep trying to rewrite reality, won't work in the long run.
They might be Orthodox nations but they're under the rule of Soros socialist trolls.
