I'm not sure this is a Black/White thing. Where I work, the Hispanics took over the cleaning contracts a few years ago from the AA contract workers. I'm sure, the illegals are moving in on NO as well.

Good point, but I spent my teen years in a labor market with a large Hispanic presence, but was still able to find work quite easily at a warehouse. There is NO excuse for not finding work in NOLA.
Most black folk from NOLA are quite happy to be in Houston, Dallas, or Atlanta.
