Canadian auto regulators are testing a system that would enforce speed limits by making it harder to push down the car's gas pedal once the speed limit is passed, according to a newspaper report....

Because they couldn't speed to the hospital or because they had to wait for government healthcare?

As Lib Whacker said, they will tie it to an onboard GPS. Don't worry, they PROMISE not to misuse it. BTW, please make sure all your guns are registered with the government, are disassembled, and locked separate from the ammunition (of which must be government approved with each bullet serialized and you may have no more than 10 rounds at any time).

Yes, I think so. The numbers I usually see for civilian GPS are in the 3-5 yard range.

Of course they do, but to do it "right" they need your money more than anything. And traffic fines are big sources of revenue that are less politically unpopular than taxes that have to be labelled as taxes.

It's straightforward economics. If an activity brings income to an entity, that entity will encourage that activity. Writing speeding tickets brings income to the government, and so they want to write as many as possible - which means the more people who violate the speed limit, the better.

The police won't like this because then they'll have to spend more time actually fighting crime.

It's much easier for them to sit in a car with a box of doughnuts, a cup of coffee, and a radar gun.

Is GPS accurate to within say 25 feet?

GPS is nowhere near that accurate for moving vehicles. Depending on the environment (terrain, interference sources, number of sats not working, etc...) you could be off by a few hundred yards.
