Russia sees no particular country as threat - general

MOSCOW, December 1 (RIA Novosti) - Russia does not regard any particular state as a potential enemy, the Chief of the Russian General Staff said Thursday.

"As the chief of the Russian General Staff, I do not regard any particular state as a potential enemy," Colonel General Yury Baluyevsky told a news conference in Moscow.

"We have long stopped preparing for large-scale nuclear and conventional wars," he said.

According to the general, Russian armed forces have been focusing on preparing for local conflicts.

"We will continue to prepare for the defense of our territory, but we will not be preparing for a war on foreign land," Baluyevsky said.

If China is enough of a threat to Russia, China will be enough of a threat to the US in fact. China has always been blackmailed by a poaching dangerous Russia, not by the US... and us counting on China is one of the most dangerous and counter-productive form of outsourcing our military for us. This is why Detente was valuable for both Russia and China, a win-win, contrary to what Nixxon was told by Kissinger to think. Moreover Asean and Caucasus divisions is prime red meat for Russia to conquer if things heated up there

I don't think the Chinese would invade Russia militarily. The Chinese leadership favor risk avoidance and can afford to buy whatever resources they want from Russia anyway.

Russia's primary threat is internal, fertility rate of 1.17 and declining, 15% of Russian couples infertile, and 75% of Russian women experiencing serious medical complications during their pregnancy. In 10 years, the Russian population will be reduced by 11 million. Some would claim that the declining Russian population would give the Chinese an opportunity to invade by immigration. Well if I were the Chinese, why would I want to move to Siberia and freeze my butt off?

I think, instead of worrying about Chinese invasion by immigration, the threat is other way around - a giant sucking sound of brain drain from Russia to China. From 1991 to 2001, Russia lost an estimated 500,000 to 800,000 scientists and programmers to brain drain. It takes a lot to raise a kid and provide education. If China offers better opportunities in the future to a depressed Russia, many educated Russians will be flocking over the border, further reducing Russia's human resources.

A country's strength and prosperity is ultimately dependent on its human resource. America is strong because we attract the best brains from around the world, even if our birth rate declines we can still import good quality people. But a country where its educated class would rather flee than to stay will not prosper, and a country that foolishly waste its resources to feed unproductive culls of society will ultimately self-destruct.
