That would be the judges, no?

A lot of the busts that we are seeing are intertwined with investigations of network hubs and human trafficking.

I look forward to when all that information is made public.

No it would be ICE. They are not bringing any charges against the employers. When you read these reports they usually say something like: "Defense Contractor XYZ Corp is cooperating fully in the investigation and has not been charged with any wrong doing." All the employers are using the wink-wink "I couldn't tell the documents were fake" defense. The judges never see these case.

We are not going to get a handle on this situation until every business person, big or small, understands that there is a good chance that on any random day an ICE agent might walk through the door and ask to examine their employment records. Its not like the criminal employers are hard to find. 5000 ICE agents ought to be able to make 5000 run of the mill immigration busts on any given day before their morning coffee break.

I understand that they have smuggling networks, and illegal alien criminal fugitives and other types of things to investigate but some percentage of their time should be devoted to going after everyday employers for routine violations. I would suggest that every Tuesday, all 5000 of them fan out across whatever city they are in and each one of them should be required to cite a minimum of three employers for illegal hiring violations. If that happened for about two months, the problem would be solved because no employer would touch an illegal with a 10-foot pole.
