I did not read the whole list in detail but I was aware of most of those busts on the military bases and other sensitive sites and read the reports closely at the time each occurred. I don't believe a single one of them actually resulted in an employer being prosecuted for hiring illegals. That is a useless exercise that will accomplish nothing. A quick review of your list suggests that in the whole year perhaps 5 or 6 employers were sanctioned for hiring illegals. That is pathetic and given the tens of thousands of employers who are breaking the law with impunity, is not likely to have a significant deterrent effect.
I will be impressed when I see ICE busting hundreds or thousands of employers and dragging them into court and trying to impose fines. They may not make the fines stick in each case but even having to hire a defense lawyer is expensive and will have a significant deterrent effect. These types of ICE action need to be so frequent and routine that they don't even make the news.
