Since the government owns the property, it would seem they have a property right, same as any other owner.

Then tell the person to leave. Arrest is completely improper.

Actually, it's very difficult for a property owner to have trespassers arrested.

Was she arrested for not showing her ID, or was she arrested after not showing ID and then refusing to leave the bus?

It may be difficult to get them arrested but in Texas if it's after dark you can shoot them. Of course, a little common sense has to be used. If they're simply cutting across your front yard you shouldn't shoot them but if they're hanging out in the backyard all bets are off.
