What it will take, I think, is somebody somewhere coming up with a catchy name for this new American industrial decentrification.

In California we have such a phrase:

ILLEGALIMMIGRAFICATION: The process by which the cost of illegal aliens and their progeny forces government to raise taxes which drives away business.
