Sen. Joe Biden: Not Enough Troops

The ranking Democrat of the Senate Foreign Relations Committee, Joseph Biden of Delaware, told NBC "Meet the Press” host Tim Russert, Sunday, that "unless we fundamentally change the rotation dates and fundamentally change how many members of the National Guard we’re calling up, it’ll be virtually impossible to maintain 150,000 folks this year.”

But the Republican chairman of the Senate Armed Services Committee, John Warner of Virginia, disagreed, saying that in conference with chairman of the Joint Chiefs of Staff, Gen. Peter Pace, that top military leader opined: "That’s inaccurate, that assumption. We can do it. And we will do it.” According to Warner, Pace noted that even an option to increase the troop levels beyond 150,000 was doable.

Biden qualified, however, "There’s not a single general, including Pace, who believes we can keep 150,000 troops in Iraq without extending tours three and four and five times and without further mobilizing the National Guard. We can keep 150,000 troops there. We could put 200,000 troops there. It would require a fundamental change, fundamental in the rotation schedules.”

But Warner suggested that perhaps a fundamental change in the rotation schedules for already harried combat troops was not inevitable, noting that Pace said that there were contingency plans based on internal "cross-training, taking certain segments of the Army and retraining them in 30 to 60 days to perform the basic fighting we see against the insurgents, take elements of the Guard, which might take a little longer. You know, artillery men can become infantry men, artillery men can become policemen.”

On the subject of progress with training-up the Iraqi forces to take over security duties, Biden argued that in order to draw down the number of U.S. boots on the ground, "you don’t not only train up these [Iraqi] battalions, which are 600 to 800 people, you have to train up a larger facility that deals with command and control.”

Biden also emphasized that Secretary of Defense Donald Rumsfeld's claim of always giving the commanders what they need and want was false:

"I don’t know what they tell Rumsfeld, but flag officers, guys wearing stars, not one single time, including the last one, Memorial Day, and I’m going again in 12 days, have I not been told by flag officers that they did not have enough forces.

"Give you a specific example. They said last time I was there on Memorial Day, ‘We cannot mount a counterinsurgency. We go out and clear out Anbar province. We blow these guys away. We don’t have enough troops to leave behind. We leave. They come back across the border. Senator, we don’t have enough troops.’”

Biden also qualified his voting for the resolution that cleared the way for the U.S. invasion of Iraq: "[R]emember what the resolution said, Tim, it didn’t say ‘go to war.’ It said, ‘Mr. President, if you can show these things, then you can use force.’”

Sadly ,like it or not they are succeeding.

They are succeeding because their's is an argument of negativism. They offer no plan for success only a critique of any success that has been achieved.

Time will come (mid January as I see it) that the RATS will come out with their version of Gingrich's "Contract with America which will solve all of America's perceived problems".

I listened to part of this exchange until I got so tired of Biden I to go and puke. George Bush could lay golden eggs for everybody in the country and the dimocrats would find something to complain about.

Biden's egg wouldn't be big enough or the gold content wasn't pure enough for Hillary or those people who just waded the Rio Grande didn't get one, he would complain endlessly.

People like Biden get on my last nerve.

If it's not more troops it's more body armor. If it's not more body armor it's another Abu Ghraib. If it's not another Abu Ghraib it's 'Bush lied'... too few Iraqi troops... too many IED's... no WMD's... blah blah blahblahblah.

Bottom-line:

They don't 'wanna fight and most of all THEY DON'T 'WANNA WIN!

I do believe Joe Biden is fundamentally challenged in the ability to think or speak coherently.

Joe only speaks eloquently when plagiarizing words spoken by others.... when he's on his own, it's another matter.

How in the world does one pull out of Iraq and increase troops at the same time?  When was the last time a soldier was killed in Iraq by a bullet hole? Haven't most deaths been the results of an IED exploding on the side of the road when troops drive by?  Are these idiots trying to say that if twice as many soldiers are driving by an IED that the physics behind a detonator changes and the bomb won't explode?

Politics aside... this war sure could've used more boots on the ground.

Are we truly ready for troop reductions or are we bending to political pressure? It seems to me we've still got a lot work to do over there.

Well, apparently by a vote of 403 to 3 the democrats weren't convinced that the American public wants to withdraw from Iraq, even though they CLEARLY, time and time again say that the majority of Americans want us to leave Iraq.  Judy Woodruff not only said a majority of Americans want us to pull out of Iraq immediately, she said a majority of Americans DESPERATELY want us to pull out.

Personally I think their rhetoric is showing their desperation. There was blood in the water and they didn't capitalize on it before the administration starting pushing back this last week.

What's truly pathetic is that Sen Lugar is listening on FOX to this logorhea and makes very bland responses. Maybe its difficult to find a articulate Republican who is willing to give up his/her Sunday to indulge this tired cr*p.

Personally I'd want to know who the commanders are that believe we should have more troops. They need more training. They are not thinking under the paradigm of war by terrorism. You want to enter a town and kill 500 terrorists, then leave the town for them to come back in, so you can go kill another 500 of them the next time you take the town.

These commanders are operating under the 'old pearls of wisdom' that you don't take ground twice. That's great if you are trying to simply push them out of Iraq. or if we were waging war against Iraqis. I'd agree with ten times as many troops if that was the case, but pushing them out of Iraq is not the point. Killing them in Iraq is the point.

What if we pushed them out of Iraq and they went to Somalia for example. Would we come home or would we have to pack up our bags and more to Somalia to continue the war on terrorism.

Rumsfeld has this one nailed properly, and I personally hope he's the head of DoD until the end of this administration!
