If I'm not mistaken, Duluth had a ban long before Minneapolis. Everyone just drives to Proctor to drink.

Beacuse the number they were using to get ten million is the number of paid riders, they looked at receipts..

If it is working so great why does it get an annual subsidy FOREVER from the State? We should be able to end that subsidy since it "works for 10,000,000 riders". BS and you Light Rail heads know it.
