If the girl went willingly, it's not kidnapping.
And what is the minister supposed to do ... arrest the kid? All he can do is counsel the family and offer advice, which may (apparently did) fall on deaf ears.

Ok, enough of this nonsense. We need to round up all of the teens who have violated our long list of rules. Please take directly to jail any teen or former teen who has ever had sex, violated curfew, tasted alcohol, lusted after a younger partner, or used questionable judgment in any way. In this day and age the risk is just too great to leave these moral degenerates running free.
What, there's no one left to guard the prisoners. /sarc
