A convicted sex offender facing charges of raping his former companion's mother killed the daughter on Tuesday and then set fire to her New Paltz apartment building, the Ulster County district attorney said yesterday.
The man, Michael G. Curtis, 43, of Millbrook, was arrested on Tuesday after investigators linked him to the 29-year-old victim and found a witness who saw his car near the building before the fire, District Attorney Donald A. Williams said.
Mr. Curtis, a Level 3 sex offender, considered the most dangerous, was being held without bail at the Ulster County Jail last night on a charge of second-degree murder.
Mr. Williams said that he would not speculate on the motive behind the killing and that the cause of her death would be determined by a forensic examination.
A message left at Mr. Curtis's home last night in Millbrook was not returned.
According to records from the New York State Department of Correctional Services, Mr. Curtis was convicted of attempted rape and assault in 1990. He was sentenced to three and a half to seven years, and was paroled in 1994. Under the conditions of his release, he was forced to undergo mental health counseling and abide by a strict curfew. In 1987, he was convicted of arson and burglary.
Gov. George E. Pataki and others have lobbied to keep the most dangerous sex offenders confined in psychiatric institutions after their sentences end. After a measure passed the State Senate but stalled in the Assembly, Mr. Pataki ordered that procedures already used to evaluate and confine the mentally ill be applied to sex offenders. But a Manhattan judge last week said the offenders had a right to independent hearings and examination by court-appointed doctors before confinement. The governor is appealing the ruling.

A strict curfew!! So they grounded him.

Aww..his own recognizance. I would trust him, sure. Who wouldn't trust this guy. He's only a level 3 sex offender, hurricanes go up to a level 5, so how bad could a level 3 be.
Although he would not discuss the details of that case, Mr. Williams said one problem was that prosecutors could not establish precisely when the rape occurred. "The victim was cooperative to the best of her ability, but we could not satisfy our burden of proof," Mr. Williams said.

Why do I think that the "former companion" was a male? Sounds like homosexual editing at the NYT.
Sorry to disappoint you, but he's heterosexual. Also, the NY Times has the story wrong: He's not currently facing charges for raping the victim's mother, rather the charges were dropped and he was released a week or so ago for insufficient evidence.
