If its dismissed, in my opinon the republicans will vote Delay back in to shove it in the face of the dems. Can the Repubs do that or do they have to change the House rules (that one that is only applicable to Repubs)?

Can the Repubs do that or do they have to change the House rules (that one that is only applicable to Repubs)? Unless the Pubbies also have rule against people cleared of all charges as majority leader. I suppose the Rats might have that kind of rule...
