technically it wasnt a withdrawal, Murtha's plan called for no NEW deployments and those there now stay until no longer needed. It's still stupid. However the republicans changed the language in the bill to basically cut and run, thinking once it got to the floor the dems would think it was the bill Murtha had and in effect they would vote for cut and run. However the some progressives found out about the plan and had to hastily call the democrats to not vote on it.
