As far as Livonia is concerned that's misleading, an error, or somehow reported and calculated erroneously.
It is perennially one of the top 10 safest cities over 100,000.

I think Detroit may try to claim Livonia, like it claims many other areas, to maintain "city" status. The rate inner-city Detroit is emptying, Battle Creek may out-populate Detroit soon.
Of course, Detroit's shrinking size and corruption doesn't stop the State from dumping money on Detroit like water on a forest fire.
